In the year 2010, world-wide Hyper Hurricanes have wiped out five billion people. In the wake of the devastation, a group known as Logos rises to power, taking control of most of Earths now-precious resources. To ensure their dominant position, Logos creates Phantom, an elite force called on to suppress renegades and rebellions.
